When I log into the client PC as the same user onto the domain (I'm not logging into "this computer"), add remove programs is there. I'm wondering if there could be a firewall issue blocking the GP from being applied to the client PC?
Or is there something I am missing that I need to set up on the client win xp machine?

I have never seen anything like this, anyone got some idea's. You say if you log into their pc everything works like it should. Is it configured for user or computer configuration? If you think the number of posts you have coincides with your status you are wrong. If your post doesn't help the requester and only starts a flame war think before replying.
Have you tried having one of them log into your pc? If you are moderator and contribute to these things you should have your privileges revoked.
These OUs would all undergo their Windows Updates at the same time that is configured in the GPO for that OU.
This can also be an easy way to address patching for Windows Server Core systems (read my Tech Republic tip on patching Windows Server 2008 Core Edition).
I have moved the individual user and machine from one OU to the other, deleted the original OU and the original GPO so that now there only exists the OU and GPO that relate to the folder redirection and proxy settings.
However, on the machine/user that I have moved the proxy settings are not updating.
One specifies the settings for folder redirection and for Internet Explorer's proxy settings, the other is just folder redirection.
I now want all machines on the network to use the same proxy settings.
The other strategy for system updates is to stick to maintenance times, and the best way to do that is to assign this setting at the Organizational Unit (OU) level.
